What would make sections misaligned on fullscreen and incorrectly sized in mobile view?..

I have two wraps's that are set to 1/2 each

"Equal Height | items in wrap" and "Equal Height | wraps" set in the section

no Padding in either Section or Wrap

The problem is with mobile...
for some reason they are no longer the same width....

That's because one of your wraps is having padding applied, remove that and it will work fine.

I am still having issues with this section..

the heights appear differently

but from what I can tell... they should be the same..

The name "equal height of items in wrap" will tell you that you need to have those columns inside one wrap, not separate wraps.
