Hello,

Please disable all of the plugins, clear the cache and check, if you can access it.

Also, be sure that your account has the admin rights.

After activation the plugins? It looks like the conflict between them.

I suggest to disable one by one, and check, if the issue still exists, in that way you will find the plugin which is making that problem and get rid of him.
