Sadly, the 404 error removes the header even if you will set it to be custom page
You would have to recreate it using the Muffin Builder, to make it look like the header is there, but sadly, the hamburger menu won't be possible to add
Yes, because it removes whole #Header and #Footer from the HTML code of the 404 page.
The only way to fix it is by editing the theme files, we do not have any other workaround in this case
