Can not create sidebars

I want to add a sidebar to some pages and portfolio items. For some reason I do not know how to create a sidebar. I see the drop down prompting me to select a sidebar but I can not create one. On the Widget page it does not have an opening on Page Sidebars.

Please help me figure out why I can not create a sidebar.
