If you want to use a Sidebar on this page, there will be no option to adjust this image as you showed in the picture because sections from the builder will always be next to the Sidebar.
exactly and I wanted to use the picture right above as a header. I took it out of the subheader background because I would like to have content for display on the PC and another for mobile display on a smartphone.

You can check the Full width in section options and turn on the Stretch option for the image.
Thanks to that, the image will fill the full section, but there will still be a sidebar on the left.
But you can leave it as the subheader image and turn off the subheader for mobile display using CSS media queries.
