As we see, it is not possible to add one image per menu and action bar sections. Background can be added individually for each and this can be done within below css:
Most of header styles are compatible with this option but "Header | Minimalist" option must be OFF under Theme options > Header & Subheader > Header section. If this will be off, you see how it looks like exactly. With "Plain" header style still will work as well because we forgot about this option. But remember that header image is visible on pages without slider only.
