Change Color of Icon Bar

How can I change the color of the icon bars - not the hover color, but the default when displayed. Right now mine are showing a very light gray, which is hard to see. Thank you.

Please use this CSS code in the Theme Options -> Custom CSS & JS -> CSS

   color:red !important;
}

Thank you but I'm wondering how to change the color of the box around the icon, not the icon. Is that possible?
