The CSS code cannot move the HTML elements between their childrens/siblings/parents, it can only style it.
You would have to edit the theme files or contact some webdeveloper and ask him about some JS script, but you have to be aware, because all of the CSS codes are hardcoded to be used outside the hamburger menu, so the button can look different than in header.
@Pablo I have one more question. My client sent me screenshot of mobile version of the website and it looks like this (screenshot attached). Do you have any suggestions or ideas what could cause this problem.
The website on mobile should look like this (screenshot below):
Well, if you do not want to display that colorful stripe on desktop, then you have to edit it for mobile only, by adding the strip above + section background color for that text.
The point is that the page doesn`t look the way it should. I use Elementor for editing. The problem is that the pages look different on a mobile device than on elementor mobile preview. And also fonts are different and those blue,yellow stripes are missing.

Can you test if the same happen when you will switch to other theme? like twentytwenty-one?
I don't think that's BeTheme fault, I tested few layouts on my localhost and the preview of Elementor looks the same.
