Hello,
Unfortunately, the submenus do not work for mobiles with the responsiveness option turned off.
In that case, you should use a menu with 1 level of depth.

Can't fix the problem
I meant that your menu should not have submenus if you do not want to have the responsive option enabled.
So the menu should be one level without the submenu.
