Attached is an image of what I would like to do in a header.
If the light blue background box is not possible, then just the white text overlayed on the image will do. I played around with a text offset, but that seems like an inelegant solution, though I will use it if there is no better way.
Regarding the Documentation, Examples and Video links you suggest, I tried searching them for "text overlay" and "text in header" but without any success. Is ther a better way to search for specific tasks or questions?

You can put the image as a section background, and on top of that, put the Column Text element with blue background.
Your searching method was relatively okay, but there is probably no article/video showing that. Also, you can try to search by single words.
