I started a dev site with my license and something went very awry. I'm now building a 2nd site from scratch. Is there any way to have both sites licensed temporarily so I can view setting on the first and manually set them on the 2nd?
You can use one license per end product to use any pre-built website you desire or mix them, but you cannot use the theme license on two domains.
The only exceptions are for subdomains or subfolders. You can register unlimited subdomains with one license key, as long as the main domain is registered under the same key.
This also applies to subfolders on localhost installations.
So, your second installation should be on the subdomain.

Hrm. The root domain is a coming soon static page. I've got 2 dev installs in 2 sub-domains.

That is right. You need to first register the license on the root domain, and then you will be able to use the same license key on the subdomains.
