This is pagination. It will appear when you have options Load More and Infinite Load disabled in Betheme -> Theme options -> Blog & Portfolio -> Blog.
The option to set the posts number can be also found there.

Hmm.. I have it disabled, but it does not work...
Also, I selected 9 posts per page

You are using a Blog element that has its own settings.
The options from theme options are the blog page that you set in the WP settings.
