How do I change this to http://troopwebhostcs.com/ ?

To do this, you must do new wordpress installation and use plugin for site migration like https://wordpress.org/plugins/wp-migrate-db/

You're kidding! I have to completely reinstall WordPress just to change the root directory?

No, we are not kidding. How you thought it's possible? If you are good with mysql then you can check whole database and look for these paths but we guess that if you ask about it, you have no idea about mysql.
