when creating multiple footer templates, I can not select in the display conditions on which page I want to display the footer (see screenshot)

do you have other pages? Maybe you don't have any and that's why ALL option is available only.
Yeah, i have multiple Pages:
In such case, please disable all 3rd party plugins, clear cache at each level and also switch to parent theme if you use child.
