Please turn off all of the plugins, refresh your cache, and check if the problem persists.

I turned off all the plugins and re-activated them , still the same problem
I meant to check it with plugins disabled. Did you do that, or activate them immediately after turning them down?
The server settings seem to be fine.

It worked when I disabled the plugins , but when I re-activated them . the problem comes back .
It means one of the plugins is the root cause.
You can find the culprit by disabling them one by one. Then you can decide if you can get rid of the plugin, or contact the plugin author to correct this.
