Option page is empty
Option page is empty, i check all option pages and all of them are same (empty).
I try deactivate all plugins and disable/enable child theme
I try main theme, same problem

Just wanted to chime in.
We updated to the most recent version (27.3) and we also get a blank screen like Phil shows in Theme Options. We did a lot of testing - turning off plugins and various other methods, but it kept on turning blank.
We've reverted the update.
