I've tried hard coding with HTML & CSS in the column element and I've tried using the BeBuilder built in setting for "sticky" element, but neither seem to be working and I can't figure out what the conflict is. Help?

Anyway, from looking at it, I can see a couple of problems.
First of all, you are editing parent theme files, so with the next update, all your modifications will be lost. When you want to edit files in this way, you must use a child theme. See the following link:

Moreover, you are using an HTML tag (<a>) in a CSS file. FYI it will not work there.

I checked that, and our sticky option works correctly.
I created a new page on your website (BeSupport test page), created sticky wrap, and it works properly.
