Links won't open in new browser window
General site wide issue - we have certain links we need to open in a new browser window.
First one link on our top site menu "Cityvisions" tab. Seen here -
I've selected link target and "open link in new tab" but it isn't working. See attachments.
How do I fix this?
Second, the links in the site text that are coded - target="_blank". - also are not opening in new tabs. How do I fix this? For instance the links under requirements on this page -

I entered your website and noticed that you do not have this option assigned to the menu item:
So I checked it and saved the menu.
Also, I disabled the WP Accessibility plugin, and it works correctly then:
It means that this plugin is the root cause.
