When changing the title tag from the default H4 to something else in the "Blog Slider" element, it has no effect on the front end output. It remains as H4.

Ah, no, I was looking at the post title.
Can this be changed? In a hierarchy of sequential ordered heading tags, h4 is too low.
There is no option to change that.
However, you can use Query Loops to set the hierarchy you need.
