issue with template options
This is our third site using Betheme. We are working on a staging site, copied a blog site, and updated it to the theme. Not starting from scratch, we are having difficulties with even basics like making header & footer templates. The pages are filled with elements that I cannot change and that do not allow for a new element. If "edit footer" is selected, it goes to global and not any design options. I tried "new" to start with a blank page, yet that shows all the mess.
I am proficient with the theme, but puzzled by this version.

Basically, I cannot edit any of the pages. I get all pre-built elements and cannot get a blank page to start from. Please tell me what is wrong with the settings causing the inability to build.
Trying to make a new header template, I get this error page. I deleted all carried over templates.
