Can Sticky Menu not 'disappear' and then 'reappear'

When you scroll down on any page, the header disappears for a brief moment then reappears. I am wondering if there is anything we can do to make the header not disappear. See this video for a better explanation. https://app.screencast.com/u0BiMpnYsak9C

If your sticky header looks exactly like the default one, then you should use Fixed position instead.
Go to header template settings, change the position to Fixed with the Body offset, and disable the sticky header:
