We checked your site already in IE11 and your site looks exactly the same as on your screenshot on the left image. So we do not see anything wrong here. Something must be wrong with your IE version.
PHP has nothing to do with the menu. The problem must be related with your IE version because we checked this on 3 different computers and your menu looks the same as under other browsers.
this ie version ended up working (displaying correctly) when i pointed it to 2n.nimans.net - but didnt work (displaying correctly) when it was pointed (internally) at http://intranet/VoN/
thats why i was asking you, as it may be the internal server.
