One blog category showing Header, another not showing Header
I have a couple of main blog categories on my site. Fripp Tips and Rules.
My Fripp Tips (single post page) shows my Header template.
Rules (single post page) does not show Header template but rather a random hamburger menu.
I want all posts to show my Header template (which is a holder for mega menus).

There are no conditions.
Are you sure that your header template has no conditions assigned like here?:

Before you changed condition, why was it already showing on my Posts in the Fripp Tip category, but not in Rules category?
If I don't want it on certain pages, this condition will cause a problem, right?
I thought I could just add the header on the pages I want it on. But I wasn't sure how or why it was already displaying on Fripp Tips (single post page). This is the issue I'm trying to resolve.
If you want to assign the header to specific pages, you must choose it in the Page Options:
Note that also in the header template conditions, you can assign header only to posts, or to even to specific category.

Here is my question. Since I did not assign the template to my post "Good Cigars", how did it show the mega menu on that post?
And, since I didn't explicitly assign the template to "Good Cigars", I also did not (as a matter of design/setup) assign it to "Overview Statement" - I made sure all settings were the same. Yet the mega menu did NOT appear on Overview Statement.

Just to clarify, it is a header template. Mega menu is a different thing.
I do not know how it was configured on your website before, but what I know is that you have a strong cache active. I assume that during some changes on your website you could assing the header to "Good Cigars" post, even for a brief time, but cache held that change.
Regarding the heading, you assigned top padding to one post:
