i have a question.
Is it possible to change the color of the background at a static page without changing the content area color of the blog page and post page?

yes, this is possible but you can exclude only one type of pages. You can exclude single post pages with the following css:
body:not(.single-post) #Content { background: #000 !important; }Thank you
