Windows 8.1 Scrolling on Touch Screen

I am having issues with w8.1 and scrolling with fingers on a touch screen. Is this an issue that someone can help me with or provide an answers

If you have a problems with scrolling, then turn off "Nice scroll" under Theme options > Addons & Plugins > Addons section.

I dont' see the option to turn off nicescroll.. I am using BeTheme.

Check under different browser because looks like the problem is with your Chrome version. There should be ON/OFF button on the 1st position where Nice Scroll text is.
