you can do this under Theme options > Colors > Menu & Action Bar section.

Action Bar | background but remember that you must set Custom skin under Theme options > Colors > General section. If you have one of pre-defined skins selected, you won't be able to change this color.

I did what you said, including the the selection of the Custom Skin... But it doesn't work.

Ok, we see why it does not work. Looks like you set action bar background under Theme options > Custom CSS & JS > Custom CSS section with the following css:

.header-classic #Action_bar { background-color: #242b33; }
