Is there any way to set the blog filter so it shows only Authors and NOT administrators?

We have guest bloggers and also tech admins, the admins do not blog.

Sure, but please notice that we won't be able to help you if you modify files and something bad would happen. For blog page is responsible includes/content-post.php file.
