Changing Header Style on Inner Pages

Can I set the transparent header style on the homepage, and a different header on inner pages?

I would like the header & menu on the inner pages when the page loads to be the same as the sticky header that appears when scrolling.

yes, you can do it with layouts configurator option.

Thanks! Is it possible to get the "One Color" layout to apply? Right now I'm only able to get a white or black background to my header?

"One color" layout you can set under Theme options > Colors > General section only.
