Translucent header background that goes solid on mouse over?

Is it within the capabilities of Be Theme to have the header be 50% opacity normally, but when moused over, it goes to 100% solid?
I like how I can show more of a slider image below it and when I need to navigate using the menus, the header goes solid gray.
