Ok, thanks. So to decrease height of Action Bar and menu, please use the following css:

.header-split #Action_bar .contact_details li, .header-split #Action_bar .social, .header-split #Action_bar .social-menu { padding: 5px 0 !important; }
#Top_bar .menu > li > a { padding: 0 !important; }
#Top_bar #logo, .header-fixed #Top_bar #logo, .header-plain #Top_bar #logo, .header-transparent #Top_bar #logo { padding: 0 !important; }

@fritzcreative You can try of course and see if this would work. However, after further checking, we didn't noticed anything wrong with your header and we do not understand where and how you want to decrease header
