Mobile-Friendly Background

Hey,

I was wondering how I would make a section's top padding different on mobile vs. desktop. Website is, http://brfit.novamarketing.net. I want it so that when you open it on a phone the header and buttons show without scrolling. I figure it'll need custom css, but I don't know how to do that.
