Can I customize only the blog's page subheader?

I wanna change the subheader background image only on the blog page ( domain.com/blog )

Yes, i did.

I set background image subtitle on page settings

But it isn't responsive on mobile.

But css backgrounds are not responsive. It's technically impossible to make such backgrounds responsive.
