how can I create border like this:

I create custom css, but dont work:

border: 4px solid #000;

Hi,

using custom css, it is not possible to create such border. What you ask for, requires much more customization than you think.

Yes its possible this is this demo http://themes.muffingroup.com/be/hifi/services/. It was there befeore but now is hide.
