Static CSS Not Working in vs 16.0

I just updated our site to BeTheme version 16.  After re-inserting the dynamic CSS into the style-static.css file, I found that when you activate the Static CSS option in the Global->Advanced options that it is not reading the file.  The code on the resulting page show that it is calling out style-static.css?ver=16.0.1, but when you check that file it is empty of any changes that are made.

I checked the actual file within the web server and it is showing the changes correctly.  Any thoughts as how to correctly make the new version read the style-static.css file correctly?
