Is there a way to add a delay to animation?

I have some animations on my site http://www.studiotechsolutions.com, and right now they're coming in too soon. By the time the user scrolls to the right section, the animation is already over. Oftentimes you can't even see it when you are scrolling, because it happens too early. I'd like them to only appear when the part of the page that the animations are in, is in the center of the page. Is there a way to add a delay to the animation?

Is there still no fix for this? not even with a third party plugin or CSS or something? this feature is definitely needed !

@neuromant There is no solution or option to make it possible because this couldn't be achieved with custom css.
