decreasing padding above subheader

I have a great deal of padding between the sub header and the top menu... how can i get rid of this so it looks better... doesnt look good at all... any advice on how i can improve?

We can not disable maintenance mode the cilent would not like this, the site is not ready to be made live.

We usually use FULL HD images (1920px width).
