Second navigation with icons on a long subpage

Hey guys,

is it possible to create a second navigation bar in the form of simple bullet points, icons or something like this on a single subpage of a website in betheme? When you click on it, it creates an effect like smooth scrolling to a section. This site for example uses it: https://www.swd-ag.de/ueber-uns/jobs-karriere/

It appears on the left top when you start to scroll down. I want to use it to help users avoid long scrolling from one part to another by having this type of navigation points fixed on the site when you start to scroll.

I'm a print designer starting to do also webdesign stuff, so I'm not that familiar with the technical terms of this function, I hope you can guess what I mean by this example. Is there a certain name for this function?

If this needs certain requirements, tell where to send you the login data because my site is not set public so far, you need to log in to the backend to see it.
