Footer Call to Action Image

Is there a way to place an image in the background of the footer "Call to Action"  and not the whole footer?  I want to place an image underneath a button just in the "Call to Action" section.

    Thank you so much for helping.  I've tried several different Scenarios and didn't want to make any changes to the footer.php without first asking you guys.

    Would it not be easier to just add the image there as an img in the widgets?
    You are overcomplicating it. Just make and image with a button on it and link it somewhere.
