how can i turn off all the theme related options at the bottom of pages

Is there any way to turn off all the options available so my clients will be less confused?

When a user edits a page there is a section titled "page options" it holds layout, seo, css etc. Can that be hidden or at least some sections of it?

At the top of the page you have screen option where you can hide items.

is there any way to make it so users will not have the options to turn the back off? Or when a new user is created it is defaulted to off?
