Need site to default to full site on mobile

I just launched my site live yesterday and the complaints poured in that when pulled up on cellphones, "if you want to view
the site, you have to tap a faint link to view the full site". 
This only happened when I went live. I have been checking how it looked all along on mobile so it took me by surprise. My client hates it and wants me to change settings so it defaults to full site on cellphones (it does not appear to do it on tablets). I have checked everything I see including initial width (I have it on the maximum 1240px) ... is there something else I am not doing to get the site to ALWAYS display full site on mobile phones?
