Having trouble applying filters to images in media library for upload to page editor features

Here is what the feature looks like before I attempt to apply the filter. 

This is what it looks like as I try to apply filter inside of Media Library select image pop-out. 

This is what it looks like within page editor once image is uploaded. You can see filter is no longer applied. 

This is what it looks like when I save to editor and update page. (ignore mermaid)

Does anyone have any advice for applying filters?
Can anyone tell me why this isn't working?
