I Just installed a demo of design and turned on smooth scroll. Everything works fine.Please disable all plugins and check it again.

They told you it is increased while max_input_vars is on 1000 (minimum default) and memory limit is on 64mb which is a joke. Tell them to increase it. input vars to 5000 and memory to 256mb. This should solve the problem.

Have you tried theme options>translate>blog&portfolio?Also after you make changes clear the browser cache and make sure that your server has no cache aswell.
