As we can see it's called Secondary Menu. Did you set this menu as main menu under Appearance > Menus > Manage locations section?

did you enabled ONE PAGE option for page where you got those menu items?

Menu in the Action Bar is simple menu type and does not have drop-down.

to latest version and check. OR you can try to open site in different browser or just do not zoom your screen size.

2. Font sizes you can change under Fonts > Size & Style section but Colors under Colors > Menu & Action Bar section.
