This menu is created with Elementor, so it is rather Elementor, not Betheme related question.

1 - about the Menu - the problem was fixed, the issue is resolved, but not when the page scrolls down (menu alignment, in the last ticket)

There is no option to set a different menu for a particular post, but you can set it for all your posts in Betheme -> Theme options -> Blog & Portfolio -> Blog.

Is there any way to add Custom Menu option to a blog similar to a regular page?

It is completly missing in the Admin menu (activate and deactivate in Theme functions->Custom post types) doesnt help.
