please enable the action bar in theme options>menu&action>action bar

So now I make it update I can open dashboard/install plugin and another but theme options its dosent open 

No problem, so the first image is the menu without a background and the second is what I accomplished by adding a top padding and negative margin to the layer slide below the menu to give the allusion

please go to your wordpress dashoboard and click the BeTheme menu item at the top. You will find theme options and pre-built websites there.

If i'm using the 'Stack:Left' header layout is there any way to give the menu a background color that spans the entire width of the site.Just the background color not the whole menu.

Please open your website in Firefox html mode (CTRL+U) and check html errors you got. Please fix them first and all should be fine.

Since you are using a transparent menu option you need to go to theme options>colors>header and change the background color of: top bar left.
