I want to create top menu (second menu above the main) like here: http://themes.muffingroup.com/be/cosmetics/

How can I do this?

Hi,

to create this Social Menu Top, you must create new menu under Appearance > Menus section and then under Appearance > Menus > Manage locations section you must set this menu as Social Menu Top | depth 1

Another thing I try to make drop down menu for the top menu

 and this is dosent work

any advice how to do this? (I need it to the language menu)

This is not possible. Additional menu in the right top corner is only simple (one depth) menu.
