Parallax scrolling images mask

Hi 

Can you help me. I want to make a parallax effect like this.

The part that interests me is entitled CLIENTS 

Signs want my picture in the background is black and white first, and only when scrolling the image to be in color. 

I think that these are actually two separate images, only the parallax effect is so adjusted to obtain this effect.
