Desperate! Need to make submenu toggle (similar to responsive submenus)

We have a rather lengthy menu structure, and I need to make the submenus toggle (like the responsive menu). Any help would be greatly appreciated.

On the other hand, are any other solutions to the issue of the submenu going off the page in smaller browser windows?
