Bullets lists- Missing In Editor - Shortcode

I am trying to Offer Slider - I realized the Bullets lists is totally missing. I am not sure how to add Bullets lists now.

I tried with New Page, New Post - in everything the shortcode Bullets lists is missing?

What is the issue?

Bullets lists works with standard html tags, like below:

<ul>
<li>text</li>
<li>text</li>
</ul>

And this is what you exactly must use if you want plain bullets list.
