Google Tag Manager Placed Outside of <p> Tag

I work on a website where the Google Tag Manager tag will not place outside of a <p> tag.

I added the code to the global > hook > top sections and my tag manager extension still shows errors.... Any Suggestions?

what you ask for, requires files customization what in reference to Item Support Policy is not allowed. So if you want to modify files and don't know how, you should contact with your web developer.
